Migrates Mojo code off legacy parametric closures (`capturing[_]`, `@__parameter` / `@parameter`, `api[fn](args)`) onto value-taking unified closures (`api(args, fn)` with `{imm}` / `{mut}` / `{var}` / named capture lists).
