This skill should be used when a company that pays its own AWS bill from a fixed monthly ceiling, often funded by credits, asks what a pull request or other infrastructure-as-code change (Terraform, AWS CDK, or AWS CloudFormation) will add to that bill before apply, or wants that cost reported on every pull request, including through Infracost or another estimator in CI.
