The light recheck of the Orobas PR review, after a push to a reviewed PR. Reads only what changed since the last check, decides which of the bot's open review threads the push fixes, flags any new Blocker, and writes tmp/pr-review/recheck.json. Invoked as `/orobas-recheck <pr>` inside the review sandbox.
